Hongkong, 20th. April, 1903.
I have the honour to inform you that I
have provisionally sanctioned the employment of an additional
messenger in the Colonial Secretary's Office at a salary of
88 a month which during the current year can be paid out of
lapsing salaries.

As there is a large and increasing number
of papers issuing from the Colonial Secretary's Office I am
satisfied that this new appointment is necessary and I have
the honour to request your authority to provide for it in the
Estimates for 1904.
3.
I have also, subject to your approval,
directed that provision may also be made in the next Estimates
for a coolie at $8 a month to clean the Colonial Secretary's
Office and Council Chamber. At present there are eleven large
rooms to clean besides verandahs and a corridor, and there
will be another large room when the extension is completed.
